We also had those stains on our dishwasher and dishes. We finally called Culligan and had them install a water softener, because they said that was probably iron/calcium deposits. The softener has made a big difference! Culligan is kind of expensive though, you could get one at Lowe's cheaper.
It is definitely the water here. The levels always test fine, but the iron and calcium create the stains on your dishwasher and probably in/around the faucets of your house as well. Mike and Casey's option is a great one if you don't want those stains.
I should mention, that we didn't even have to scrub or rub - within minutes of spraying it on, the stains disappeared from our dishwasher. Then we ran it for a cycle without any dishes in it to rinse it out.

Hi EML,
We had them too, but just used some spray to get rid of it - it hasn't been back in 6 mos. I think we used "The Works".
